My Prepared Statement, Oct 4th, 2006

Mr. Mayor, and City Council Members, I am Lloyd Duhon of North East Cape Coral.

Today, we are faced with a terrible situation. A situation which has no easy, comfortable answer.

In the past, Mr. Rosado plead no contest to lying to residents, while running his election campaign. This set up an environment of distrust. He has made statements to me, and to the community at large that were questionable. He claimed that we merely misunderstood him.

He admitted freely to breaking the charter. He then attempted to downplay it, as unimportant.

He has now claimed to the media that only “personal vendetta” is behind the calls for investigation.

In good conscience, how can we accept his answer, based solely upon his word? Due to the fact that he has previously discarded our trust, it is impossible for us to accept his answer at face value.

I have asked Mr. Rosado to resign from his position. His violation of the charter, followed up with his dismissal of it's importance drove me to make that request. I feel that this would be the appropriate response for someone who would not hold dear the oath which he took upon entering office.

Now that Mr. Rosado has failed that test of ethics, in my eyes, I have no choice but to request that the council launch an open, fair and swift investigation into all of Mr. Rosado's dealings. I think it is also appropriate that the council draft a letter to the Governor, requesting that he be placed on suspension for the duration of the investigation, and continue it until this issue is fully resolved.
